I) Overview
In April 2011, The New Course of Study guidelines for elementary schools were implemented. This means for the first time, foreign langague activities are compulsory for fifth and sixth grade students. Technically, "foreign langauge activities" are not an offical class. The purpose of "English activities" is encourage students to have a positive attitude toward communication and thus the focus on "communciation" is why the word "activities" is used instead of teaching English as a school subject. Also, homeroom teachers are to lead foreign langauge activities. The rationale behind homeroom teachers leading the activities is because these teachers are usually seen as the ones to remove students' anxiety and foster their willingness to communicate.
